Ramayana Ispat Pvt. Limited's 15 well development drilling programme in the Dipling Block in Assam will now be executed next year on account of clearance related hassles. As per a source, the EC committee had found that the Stage-1 Forest clearance had not been obtained and the EIA consultant ABC Technolabs Limited had not integrated the public hearing part into the EIA report. In the meanwhile, an issue regarding the non compliance of ToR issued by the Ministry has also been raised. The project proponent now plans to apply for a revised EC for the block after making necessary amendments in the EIA, with the forest clearance process going on simultaneously. The drilling operations in the block are expected to start by Q2 end 2020.

Ramayana Ispat Pvt. Ltd. has started accepting the quotations for the crude evacuation services for the Dipling block. Owner along with its EIA consultant has applied for the environment clearance for the blocks. In the meanwhile, a cost revision has been proposed for the block from Rs 180 crore to Rs 225 crore for the drilling of 15 number of wells instead of 12 wells as was stated earlier. Earlier the company had hired Essar backed Advent Oilfield Services as its PMC contractor but due to certain issues, they have hired Linde India Limited backed BOC India as the new PMC.
