Bharat Petroleum Corporation Limited along with Engineers India Limited (EIL) as the PMC is planning to install a new Petro-Resid Fluidized Catalytic Cracker Unit (PRFCC) with a capacity of 3 MMTPA in its existing Mahul refinery at Mumbai, Maharashtra. Axens India Pvt. Ltd. is being selected as a technology licensor for the cracker unit. PFR report was prepared by BPCL itself and the EIA report was prepared by EIL. Environment Clearance had already been granted for the project. Basic Design Engineering (BDE) work has been completed by the licensor. There is a continued delay in the project due to COVID-19 and privatization which leads to a lack of capital approval for the project. Grant of capital approval is expected up to Q2:2021. BPCL decided not to move further till the grant of capital approval. The start date for the project has been shifted from Q1:2021 to Q3:2021 but there are no changes in the project completion date. Further RFQs are expected in Q2:2021. Major equipment required is 3 Hydrocarbon (HC) flares of 3 X 50 percent capacity (335 MT / Hr X 3 with one standby) and two acid gas flares of 2 X 100 percent (one Acid gas flare will be standby) have been provided along with reactor, regenerator, fractionators, settler, condensers, air fin cooler tube, heater, heat exchangers, catalyst circulation unit (riser), wet gas compressors, boiler.

Specification preparation for the LSTK contractor has kept on hold and be resumed soon after acquiring capital approval for the project which will take further 3 months. The following are the major sections of a Petro-Resid Fluidized Catalytic Cracker (PRFCC) Unit: reactor/ regeneration section: riser-reactor; catalyst stripper; single / two-stage regenerators; catalyst withdrawal well; catalyst transfer lines; catalyst coolers; external riser. Feed for the PRFCC unit is heavy, viscous Vacuum Residue (VR), Vacuum Gas Oil (VGO) and Unconverted Cycle Oil (UCO) into Propylene, Ethylene, High Octane Gasoline, Light Cycle Oil, and Slurry Oil. Major equipments required are: 3 Hydrocarbon (HC) flares of 3 X 50 % capacity (335 MT / Hr X 3 with one standby) and two Acid gas flares of 2 X 100 % (one Acid gas flare will be standby) have been provided along with reactor, regenerator, fractionators, settler, condensers, air fin cooler tube, heater, heat exchangers, catalyst circulation unit (riser), wet gas compressors, boiler.

Preliminary Project Feasibility study has been carried out by M/s Flour and M/s Bechtel Engineering And Construction India Pvt Ltd (BECI). Engineers India Limited is hired as an EIA consultant. Axens India Pvt. Ltd. is being selected as technology licensor for the cracker unit in the refinery. Major equipments required are: 3 Hydrocarbon(HC) flares of 3 X 50 % capacity (335 MT / Hr X 3 with one standby) and two Acid gas flares of 2 X 100 % (one Acid gas flare will be standby) have been provided along with reactor, regenerator, fractionators, settler, condensers, air fin cooler tube, heater, heat exchangers, catalyst circulation unit (riser), wet gas compressors, boiler. RFQ for FEED was earlier expected in May but will now come out in July.
