Bharat Petroleum Corporation Limited (BPCL) is planning to install an Ethylene Cracker Unit to produce polymer grade ethylene, propylene, and hydrogen in its proposed petrochemical complex at Rasayani. Rasayani is at 50 Km distant from the Mumbai refinery. PFR report had been prepared by ABC Techno Labs Pvt. Ltd. on the basis of which TOR was granted on 19 March 2020. Initially, FEED was to be done by Engineers India Limited (EIL) but then it was prepared by Fluor Daniel India Private Limited. Meanwhile, due to delay, BPCL is trying to over ride the Public Hearing (PH) for the project on the basis of the PH conducted for the Polypropylene (PP) unit at Rasayani and the interconnecting pipelines from BPCL Mumbai Refinery (MR) to Rasayani for which EAC had already recommended the grant of EC. BPCL’s ethylene cracker project will also be located on the same premises and involves the same localities/ area for the public hearing process but the EAC said that the justifications submitted by the project proponent do not stand considering that the ethylene cracker project is a large project with more anticipated environmental and social impact and therefore would need a separate PD. The proposed project is having a different scope of work and as such found no merit in the proposal for skipping of the PD and it was returned to BPCL. Now BPCL has to conduct the Public Hearing (PH) which will result in further delay of the project. BPCL's privatization has also delayed the grant of capital approval. For now, RFQs for EIA is expected up to Q2:2021.
