Hindustan Petroleum Corporation Limited (HPCL) has hired MECON as an EPCM contractor to construct a greenfield POL depot with a capacity of 79,229 KL at Hissar district, Haryana. This project consists of laying of 2 number of dedicated pipelines approx 10 Km for receipt of products (MS/HSD) from Intermediate Pumping Station (IPS) Barwala of Rama Mandi - Bhatinda pipeline. All statutory approvals have also been obtained. ABC TechnoLabs India Private Limited was the EIA consultant and EQMS India Pvt. Ltd. had done the risk analysis and HAZOP study of the project. Nilon Valves Pvt. Ltd. was awarded the tender for the supply of valves. Tankage work was awarded to Vishal Structural Pvt. Ltd. Supply of pipes was awarded to Star Metal and Tubes and laying was awarded to Mideast Pipeline Products. Electrical works were awarded to Prime Engineers. L&T is appointed for the structural work of this project. Due to COVID-19, the cost of the project was increased from 255 crores to 300 crores and the completion date was extended to June-2021. Currently, erection work is in progress. RFQs for pre-commissioning and commissioning works are expected in March-2021.

At present tender document is being prepared for approach road, steel plates, tankage, structural sheds, road & drains. L&T is appointed for the structural work of this project. RFQ for the pipes and fitting work has already come out and the bidding process is going on. Further RFQs are expected soon. Major equipment required are: Boil-off gas compressor, Gas engine generator, Pumps, Compressors, Line pipe, Jetty lines, Loading/unloading arms, Loading racks, Couplers, Strainers, Hoses, Meters, Blending equipment, Emergency shut down valve, Grounding protection, Plates, Vapour recovery system, Heating coils, mixers, Gangways, Cranes, Derricks, Davits, gantry equipments, Hoists, Foam generators, Foam monitors, PLC, SCADA, HC detectors, Level gauges.
