Blue Star and Linde are in the race for the supply of Instrument Air & Plant Air System, The technical bid has been opened and the financial is likely to be opened at the end of September 2022. Previously the Tender for Instrument Air & Plant Air System was canceled due to the higher price quoted by the L1 bidder than the estimated cost, The L1 bidder was Linde.RFQ for the Engagement Agency for Route Survey for ASH Disposal through pipeline & Coal conveying through belt conveyor system for Coal transportation has been out and the bid due date is 23 September 2022. Paharpur Cooling Tower & Paltech Cooling Tower are in the race for the supply of Cooling Tower and Cooling Water Treatment Package the technical bid has been open and the financial is likely to be available at the end of August 2022. The tender for the construction of 220 KV LILO GIS and the construction of the Ash pond and allied services have been canceled due to a lack of bidders likely to retender in September 2022. Due to a lack of bidders. BTL EPC is the L1 bidder for the Urea handling and baggage package on an LSTK basis with a price bid of Rs 122.88 crore whereas Macawber Beekey is the L1 for the supply of utilities & power with a price bid of Rs 117,117. Ador welding, Air oil flare gas, Tecnicas Reunidas, and Zeco India are in the race for the supply, testing, and commission of the flare system package.

The project is advancing steadily, with overall completion now at 67.10 % and the OSBL scope already 80.89 % finished. Key civil and structural milestones have been met: the Coal Gasification Frame has reached the 5th of 7 floors, the Urea Main Frame stands at the 4th of 5 floors, the Prilling Tower has risen to 106 m of its 123 m target, and formwork is under way at the 11 m level for all six cells of the 17 m‑tall Urea Cooling Tower. Recognising schedule pressure, PDIL has recommended a provisional extension to the LSTK contractor, WECL, and is issuing an addendum to the DFR to quantify any cost impacts. With major structures well advanced and proactive timeline and cost‑management measures in place, the project remains on a clear path toward the timely completion of the remaining works.

Overall progress 66.64%, OSBL 79.04%. WECL released payments to 8 vendors, resolved CG issues, dispatched 4 equipment, and increased labor deployment. Work restarted in Urea Prilling Tower, ASU steel structure, Cold Box-A, AU & CG cooling towers, Urea plant pipe rack & UG piping, and Coal Mills gear box erection. In the 18th Feb review meeting, TFL was directed to monitor WECL’s plan, prioritize execution, coordinate via dedicated teams (TFL & PMC-PDIL), and resolve issues with Govt. authorities. The project is likely to be commissioned in Q3 2025.

The project has achieved 66.02% completion, with OSBL packages (excluding Coal Gasification & Ammonia Urea) at 77.62%. In the February 2025, review meeting, WECL submitted the project completion plan along with a three-month outlook. A list of 10-12 vendors has been finalized for pending payments, and an engineering team led by the Engineering Manager has been mobilized to the Talcher site for coordination with TFL & PDIL to resolve pending engineering issues. TFL is closely monitoring the completion plan, ensuring continuous engagement with WECL management to resolve issues immediately. Additionally, regular coordination meetings involving top management of promoter companies are being conducted for project review.

Project progress stands at 64.43%, with OSBL packages (excluding Coal Gasification & Ammonia-Urea) at 76.07%. Decided to invite WECL top management for urgent discussions on site progress and seek legal advice from the Solicitor General of India (SGI) regarding contract re-negotiation or arbitration.WECL reiterated its demand for additional cost compensation, modified payment terms, and release of withheld MAD amount. TFL firmly requested an unconditional completion outlook, with WECL committing to revert within a week.TFL approached SGI on 28.12.2024 for a legal opinion, which is awaited to decide the next course of action.

65.46 % of the construction work has been completed. TFL has received a detailed legal opinion on the contractual clauses with WECL and the current status of TFL, considering contract terms, project conditions, government guidelines, and applicable laws. The report is still under review by TFL's top management and JV promoters to decide the next steps. The project is likely to be commissioned in May 2025.
